Not necessarily true. The primary school of which I am a Governor remained open during the termtime heatwaves although not all children attended. The afternoon session before hometime featured the hosepipe in the playground, administered by a staff member, for those who wished to get soaked! One child said it was the best day they'd ever had at school.

I am reading a novel (irrelevant which one, but the writer was male, which may be relevant) and this description came up: "Keller's blonde wife was wearing a silk negligee thrown loosely over a nightgown as flimsy as a blue cobweb."
Now, ignore the fact that he only has one wife (so that "blonde wife" is not distinguishing between multiple wives). She wore a negligee thrown over a nightgown???? I can't even visualize what the writer is trying to describe. Any ideas?
I think the "blonde" is just trying to build a picture. But sadly, the picture it gives is not sexy. Maybe because I am watching The Walking Dead, but she sounds like she is dressed in rags thrown together. Not really covering her body.
So I imagine her slouching and trying to hide her privates. Unsexy in the extreme.

It sounds like a scene from a very old movie -
Female, attractive/sexy, lounging, possibly on a chaise longue, wearing a thin silk nightgown and 'negligee', that is, a matching robe, possibly with flounces and a ribbon bow at the neck. The whole ensemble does nothing useful such as warming or adequately covering her torso, and is just there to tittilate the male viewer.
I'm not sure such an outfit still exists, having been replaced with a nice warm dressing gown, or a onesie.
Perhaps a change in the use of language over time adds to the confusion; negligee used to mean a light informal robe whereas nowadays it tends to be used for underwear.
