I live in an rural area. Goats pop up all over the place. our neighborhood FB page often has pics of various goats chilling on someone's front porch (who asks the owners to kindly fetch their billies). I've yet to see one in church, although there was one sharing a mail truck with the postal carrier once.
The Great Orme goats sometimes go for a wander in Llandudno and feast on residents garden plants. I believe they were a gift to Queen Victoria by an Indian maharajah.
The maharajah obviously had a keen sense of humour, but I doubt if Her Majesty was amused...
Someone mentioned earlier that the goat in the OP might be a therapy goat. An interesting idea, but what sort of problem or condition might he (or she) be treating?

I suppose if the patient repeatedly suffered abuse because of body odour the goat might be of some help.
